CITY OF PORTSMOUTH FLOOD-WALL STARS CRITERION AND AWARD CATEGORIES |
The criterion for induction to the City of Portsmouth Flood-wall Stars requires that the individual be at least 18 years of age and have brought recognition or have made outstanding contributions to the quality of life in and /or development of Scioto County, Ohio, Greenup County, KY or Lewis County, KY. The inductee’s achievements may be local, national, or international in scope.
Individuals selected for the Flood-wall Stars may be honored for their achievements in any of the following fields of endeavor:
- ARTS – For endeavors which enhance and support artistic/cultural life and well-being.
- BUSINESS – For entrepreneurial activity, including the establishment and successful operation of a business.
- PROFESSIONAL – For pursuit of a specific profession and advancement of that profession.
- PUBLIC AFFAIRS – For public service in areas such as social advocacy, environmental protection, international affairs, political action, or organized labor.
- VOLUNTARY SERVICE – For voluntary activities and dedication that benefit the immediate and global community.
Nominations or selection to the Flood-wall Stars is not restricted to these fields and individuals may be inducted for their accomplishments in more than one area.
NOMINATION PROCEDURE
At the beginning of each year a campaign is commenced to solicit nominations to the Flood-wall Stars. Through a campaign conducted through local media, nominations are requested from any member of the public. Completed nomination forms are accepted from January 2nd through May 31st of each year.
Upon receipt of all nomination forms by the deadline, all nominations are properly reviewed to ensure there is enough background information on the attached forms to include them in the list of nominations for the Portsmouth Arts Commission to consider.
The Portsmouth Arts Commission then chooses up to three individuals. The Portsmouth Arts Commission has the discretion to determine the number of inductees that may be selected each year and may direct that field of endeavor from a previous year may not be repeated in a succeeding year.
Nominees who are not inducted the first year their name is submitted are automatically nominated for the following year.
SELECTION COMMITTEE
The Portsmouth Arts Commission is comprised of seven residents of Scioto County, Ohio and appointed by each Ward within the city, with one member being a member of City Council. These members will represent the population of Portsmouth and Scioto County and should have a basic knowledge of the community.
SELECTION PROCESS
When all nominations for the Flood-wall Starts have been received and reviewed for proper documentation, they are distributed to the Portsmouth Arts Commission. Subsequently a meeting is held to review all nominations and to develop a short list of nominees.
Each member receives a ballot listing the nominees and is asked to indicate their top selections. Ballots are to be returned by a specific date. Point totals for each candidate are compiled based on 10 points for a first-place vote, 5 points for second-place choice, and 1 point for a third-place selection. The candidate with the most points will be deemed the inductee for that year. In the case of a tie, the nominee receiving the most first place votes will be the inductee.
NOTIFICATION PROCESS
Inductees will be notified by letter in July of their selection. Prior to announcing the names of the inductee, the chosen individual, or his/her family members, as the case may be, will be contacted to obtain their written consent. Should any person refuse such induction into the Flood-wall stars, the nominee with the next highest point total is contacted.
AWARD CEREMONY
On the second Saturday in September, a special ceremony will be held to have the inductees sign their star on the Flood-wall. Inductees are encouraged to invite family and friends to the ceremony. Media will be present to photograph and report the ceremony for publication.
