Notice of Public Hearing and Community Development Implementation Strategy

NOTICE OF 1st PUBLIC HEARING & CDIS
The City of Portsmouth CDBG Community Development Allocation Program. Including Competitive Set Asides (Critical Infrastructure & Neighborhood Revitalization); Economic Development Loan and Public Infrastructure Program; Residential Public Infrastructure Grant Program; and Target of Opportunity Grant Programs (including Downtown Revitalization).
The City of Portsmouth is eligible to apply for funding for CDBG Funding through the Ohio Department of Development/Office Community Development during 2023 and 2024 Program
Years. The City is eligible for approximately $150,000 for the Community Development Allocation program, Competitive Set-Aside Programs (up to $500,000 for Critical Infrastructure,
up to $250,000 for Downtown Revitalization, up to $750,000 for Neighborhood Revitalization), up to $500,000 under the Economic Development Loan and Public Infrastructure program, and
up to $500,000 Residential Public Infrastructure program, as well as funding under the Target of Opportunity Grant.
The first of two public hearings will be held for the City of Portsmouth on Tuesday, April 18, 2023, at 10:30 am at the 728 Second Street, Room 25 (Engineering), Portsmouth, Ohio 45662. The
purpose is to provide citizens with pertinent information about the above programs, including an explanation of eligible activities, fair housing requirements, and related information. The activities must be designed to primarily benefit low-to-moderate income persons; aid in the prevention and elimination of slum and blight; or meet an urgent need of the community.
The Community Development Implementation Strategy (CDIS) meeting will follow the Public Hearing at 11:00 am. All citizens are encouraged to attend both meetings on Tuesday, April 18, 2023, to provide their input to the City’s programs.
