Portsmouth Levee Protection/Seepage Remediation Project
Project Announcement
The U.S. Army Corps of Engineers, Huntington District, awarded a contract to North Wind Constructions Services, LLC on July 15, 2021 to remediate a section of the Portsmouth-New Boston Levee System along the riverfront in Portsmouth, OH near the Portsmouth Flood Pump Station No. 5. The remediation efforts will address damages sustained by the levee during the February 2018 flood event. The Levee System continues to function as intended by protecting the local community and the project will address required maintenance that will reinforce the integrity of the system for long into the future. The remediation project is expected to last two years, with the anticipated work to include two shifts, from 7:00 AM – 3:00 AM, Monday through Friday. Occasional weekend work may be required, as necessary. North Wind is expected to begin work in December 2021.
As part of the project, areas around the levee will be temporarily required to provide the necessary room for the contractor to work. This area includes some existing baseball fields and other sports areas near Spartan Municipal Stadium. Spartan Municipal Stadium, including its parking area, Branch Rickey Park, and an adjacent baseball field will remain open to the public. During the project, alternative baseball field areas will be made available by the Little League Association in conjunction with the City of Portsmouth directly west of Spartan Municipal Stadium and Labold Field, near the Portsmouth City Garage. These facilities will be in use until the project has been completed.
Questions regarding the project can be sent to Kevin Nelson, Project Manager, U.S. Army Corps of Engineers, Huntington District Corps of Engineers, 502 Eighth Street, Huntington, West Virginia 25701-2070, or to the City of Portsmouth.
